Intriguing Footage Mexico 2008

This object was filmed in Mexico on the 26th of January, 2008. I would categorize it as excellent footage because the object is way off in the distance and the people seem genuinely excited. What's also interesting to note is that the object is somewhat reminiscent of what Ed Walters photographed and what was captured on celluloid near Canaima, Venezuela in January 1990. Same object?
